Agra: Hundreds of protesters demanding the withdrawal of the University Grants Commission (UGC) regulations blocked the Yamuna Expressway in Agra on Sunday, September 20, following a confrontation with police.
According to police, the protesters gathered at Mudi intersection in the Khandauli police station area and arrived with dozens of tractors. They attempted to march towards the district headquarters.
Police personnel put up barricades to stop the protesters, leading to a scuffle and heated exchanges between the two sides. The protesters subsequently removed the barricades and moved towards the Yamuna Expressway.
Some protesters reportedly lay down on the expressway, while others climbed onto trucks, disrupting traffic movement.
Police officials at the spot subsequently persuaded the protesters to clear the road. Traffic resumed after the protesters moved away from the carriageway.
The protesters are demanding the withdrawal of the UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026. They have alleged that certain provisions could be misused against general-category students and have raised concerns over safeguards against what they describe as false complaints.
Additional Deputy Commissioner of Police Himanshu Gaurav said some protesters had attempted to block the expressway but were subsequently removed from the road.
No arrests or detentions had been reported in connection with the incident at the time of the police statement.
