Hyderabad: The fifth day of the Telangana Assembly's Monsoon Session saw Legislative Affairs Minister D Sridhar Babu move the motion to introduce the Core Urban Region (Integrated Governance) Bill 2026, setting the stage for what is expected to be a significant piece of legislation on urban governance in the state.
The session opened with Question Hour, where Sridhar Babu, who also holds the IT portfolio, addressed a question on tier-I IT companies being set up in Nizamabad. He told the House that the government has already approached major firms including Cognizant, Wipro, Tech Mahindra, TCS, Oracle, Infosys and Microsoft, urging them to establish offices in Nizamabad and other tier-II cities with IT hubs.
On the question of employment, Sridhar Babu said a clearer picture on job creation would only emerge once the companies respond. He noted that company managements are currently assessing their future requirements, profitability and expansion plans, and are also seeking clarity on supporting infrastructure such as schools, hospitals and five-star hotels. The minister said the government would consider offering special incentives and policies to attract these firms.
BJP MLA K Venkata Ram Reddy pushed back, pointing out that despite the government acquiring land and setting up an IT hub in Nizamabad, residents had yet to see any tangible benefit. He warned that youth in the district could migrate elsewhere in search of livelihoods and called on the government to examine why major companies were reluctant to set up offices there and what support they might need. Alair MLA Beerla Ilaiah also used the opportunity to request an IT park in his own constituency.
Separately, BJP MLA Palvai Harish Babu flagged concerns over the heavy power consumption of data centres, citing studies by Harvard and Food and Water Watch on the downsides of such facilities. Sridhar Babu, responding directly, said the government was fully aware of these challenges and that any power allocation for data centres would only be considered after meeting the needs of domestic consumers and the agriculture sector. He added that a special action plan had been initiated to address challenges that data centres could pose in the future, and underlined their importance as part of a broader infrastructure system for IT companies.
AIMIM MLA Akbaruddin Owaisi attempted to raise the issue of fee reimbursement during Question Hour but was not given the floor. He alleged that Question Hour was being deliberately prolonged, saying that a single question was taking up to an hour, effectively crowding out important questions. Owaisi pointed out that students and teachers across Telangana were suffering due to pending fee reimbursements and that colleges were shutting down as a result. He requested that his question be deferred to the following day and taken up first when the session resumes.
